THE PROBLEM
American companies, foreign adversaries, and unregulated startups are deploying AI into vehicles, hospitals, courtrooms, hiring systems, and federal infrastructure — with no standardized test to determine whether any of it is safe, insured, or accountable. Summary
The Department of Government Efficiency (DOGE) started with good intent. Cut the waste. Improve efficiency. Save taxpayer money. These are goals that most Americans would support. The mission was real.
But good intent is not a resilience plan. A surgeon with good intentions still scrubs in, still sterilizes the instruments, still follows protocol — because caring about the patient isn't the same as being prepared to operate.
DOGE had the intent. What it didn't have was the test. No resilience framework was applied before operations began. No liability structure. No insurance for the people downstream. No accountability chain. And that's the lesson — not that DOGE was wrong to try, but that nobody checked whether the tools were ready before the first cut was made.
