Module B is the structurally data-free safe harbor the entity retreats to when Module A fires. It is a control plane, not a data plane: by construction it holds no readable data. Whoever seizes the original environment or the zone itself gets only a husk.
What remains in the zone after evacuation

Why not just wipe the disks?
Wiping is slow, incomplete across replicas, and legally fraught. Keys destroyed everywhere at once turns all copies inert while preserving recoverability under the pre-agreed escrow terms.
